Kalamoji 卡拉莫基 (qlang krmut) is the name of the Tayan (Atayal) settlement at the head of the trail which leads to the former Hapen settlement (舊哈盆部落). Kalamoji is one of the four Atayal settlements of Fushan 福山 (tanapavana): 屯鹿 (tunoq), 李茂岸 (李茂岸山, 福山), Kalamoji 卡拉模基 (qlang krmut), and 塔拉南. Hapen 哈盆 (gong hbybg) means the land between two converging streams.
Fushan village is located in the Hapen Nature Reserve 哈盆自然保留區 and the Takuanshan Forest Reserve 達觀山自然保護區. At the confluence of the Daluolan stream 大羅蘭溪, Zhakong stream 札孔溪 and Nanshih stream 南勢溪 and hosts trailheads for the Hapen 哈盆古道 or Kalamoji 卡拉莫基 trail, FuBa trail (Fushan to Baling pass) 巴福越嶺 and the trail to North ChaTian Mountain 北插天山. The Atayal chieftain Yatai Bunadai 亞維.布納帶 founded the village Sha-ya-kong 札亞孔 in the late 18th century in this place where the fish of the steams where plentiful and the animals of the forest abundant. The Japanese colonists called the place a fortunate mountain 一座有福氣的山 for its rich camphor stands and the name was simplified to Fushan 福山.
Construction of the road from Guishan 龜山 to XinXian 信賢 began in 1928, with the primary segment being the rail line from Wulai 烏來 to XinXian 信賢. With the breakout of the second world war, exploitation of resources in the colonies accelerated and the Japanese extended logging operations to Fushan 福山. In 1943, construction of the rail segment from XinXian 信賢 to Fushan 福山 (李茂岸) began.
Provincial road 107 North was opened in 1975 connecting Wulai 烏來 to Xinxian 信賢 to Tunlu 屯鹿 to Xiapen 下盆 to Fushan 福山 over 18 kilometres as Fushan's only connecting road to the outside world. The people of Wulai 烏來 are the Malepa 馬立巴系統 of the Seqoleq 賽考列克族 who are Atayal 泰雅族. They originally came from Renai 仁愛 township in Nantou 南投, immigrating northward as their population grew.
Nanshi Stream 南勢溪 is one of the primary sources of the Xindian River 新店溪 which outlines the western edge of Taipei city and is central to the story of the capital. Nanshi stream (meaning “south stream”) drains the entire 332 km2 watershed of Wulai District 烏來 south of Taipei over its 45 km run.
With headwaters at Songluo Lake 松羅湖 in the mountains of Qilan 棲蘭山, Nanshi Stream flows north to Hapen 哈盆 and the botanical research and educational facility of Fushan Botanical Garden 福山植物園 before flowing west to Fushan 福山 to pick up Zhakong River 扎孔溪 and Daluolan River 大羅蘭溪 (Tranan). From Fushan, Nanshi Stream flows north through Neidong Forest Recreation Area 內洞森林遊樂區 cutting a deep gorge through shale stratum over 100 m deep before picking up its largest tributary, Tonghou Creek 桶後溪 in the scenic Atayal village of Wulai 烏來 before continuing to Guishan 龜山 where it is joined by Beishi Creek 北勢溪 flowing out of the Feicui Reservoir 翡翠水庫 to become the Xindian river 新店溪.
Nanshi Stream flows through the 7,759 hectare Chatianshan Nature Reserve 插天山自然保留區. The Preserve, fed by a rich network of clean streams draining steep densely forested valleys is recognized as one of the most diverse reservoirs of flora and fauna on the island offering a protected habitat for endangered species, including 23 species of mammals, 72 species of birds and 14 species of amphibians, including the tawny fish owl 黃魚鴞 Ketupa flavipes, brown wood owl 褐林鴞 Strix leptogrammica, crab-eating mongoose 食蟹獴 Herpestes urva. Tonro Ginger 屯鹿月桃 Alpinia tonrokuensis is an endemic shell ginger of the area.
The project to divert water from Nanshi stream to Shimen reservoir 南勢溪引水至石門水庫計畫 proposes digging a 17.2 km network of 5 meter diameter water pipe tunnels drawing water from Tunlu 屯鹿 in the upper reaches of Nanshi River to Cheliao Keng 車寮坑 in the upper reaches of Dabao River 大豹溪. The 18.6 billion TWD development will take 4.5 years to complete, will effectively drain Nanshi stream to redirect the water to the Shimen Reservoir and construction will impact Manyueyuan National Forest Recreation Area 滿月圓森林遊樂區 as well as Dongyanshan National Forest Recreation Area 東眼山森林遊樂區. The diversion is forecasted to divert 66 million tons of water from the Nanshi stream to the Shimen Reservoir per year, to help alleviate sensitive industrial demand for water in Taoyuan, Hsinchu and Miaoli counties. The impact of the plan is being evaluated through August.
The Project to Divert Water from Nanshi Stream to Shimen Reservoir 南勢溪引水至石門水庫計畫 is one of ten components of the Water Resources Agency 水利署's greater Western Corridor Water Supply Network 西部廊道供水管網 plan. Discussions of the plan invariably mention resolving TSMC's burgeonng need for increased water where it is planning expansion in Hsinchu, Taichung and Kaohsiung.
